How exactly does one execute a concept such as this?

Photoshop - no kidding. 

What other programs do you use, and how do you figure out where to put all the highlights and what look like light blue thin lens flares.  I like that edgy look.  Just can't seem to pull it off.

I dont know how cloudminedesign did it but i know of the videocopilot plugin for after affects called optical flares.

I wonder if that's how he/she did it?

I'm always for learning a new technique, and I have adobe CS4, so, I've got after effects.  I always thought that each program was meant for a specific task,and for some reason it surprises me how well the programs work together.

I don't think that there's much people out there that use just one specific software anymore. Especially if its professional. 
There's no employer that will take you if you only know how to use lets say photoshop.

If you ever feel the need to desensitize yourself to lens flares, just look through the two new Star Trek movies=P
